Shadow fleet tankers have been rushing to re-register themselves under Russian jurisdiction in the hope it will protect them from being seized by the United States and its allies. The tactic makes some sense, according to experts interviewed by The Bell, but over the longer-term, the spread of flag-hopping could create new problems for Moscow.
