Ukraine’s drone raid on Moscow and its strike on the Moscow Oil Refinery was the most spectacular attack on the Russian capital since the start of the war — the culmination of months of intensifying retaliatory barrages by Kyiv’s army. It poses a tough challenge for the Kremlin, already facing growing fatigue with the war and the restrictions imposed on society. The big question is how Putin — who is yet to comment on the attack publicly — will respond.
