An anti-Moscow sanctions package described as an “economic bomb” that was proposed by the late Russia hawk Lindsey Graham looks like it could be passed into law. A long-awaited compromise that gives President Trump sweeping authority over how it is enforced in practice has gained traction days after the long-time Ukraine supporter died last week.
